which cold air intake gives the tc the most horsepower and torque?

None. Cold air tubes are for looks only unless installed in conjunction with major engine mods, fuel delivery upgrades, exhaust replacement, etc. Even then you have to drive the thing at near redline to see any real HP gain (see chart on the box it comes in). If you are determined to modify the intake just install a K&N or other similar low restriction air filter in the OEM airbox. Jut don't ever drive through deep water.

Scion recommends TRD but I've seen AEM, JDM and other as low as $50.00 on Ebay.
