Best time to go is late spring before it gets too hot or early Oct before it gets too cold for walking in the evening.
I usually go in early june or late sept.
Best Hotel? depends on what you can afford. I hear the Winn is great but very expensive. so is Mandalay Bay but the have a great wave pool, a river pool and a few smaller pools.
If you dont mind not being on the strip, there is the Rio. they have a really nice club on the top floor and the buffet is quite reasonable.
I have stayed at high and low end hotels, Old (some are gone now) and new (the newer the more expensive)
ON and Off the strip, and downtown.
For my money, i figure i only spend enough time in the room to sleep so i want my room to be central to all the action.
Not just the gambling but easy walking to and from other venues.
I like the Tropicana, Excalibur, MGM and Mandalay Bay because they are close to each other. there is a tram from Mandalay Bay to Excalibur and you can walk across the street to MGM and catch the Monorail to the other end of the strip near Paris, and the Venitian then walk across the street to Bellagio to watch the watershow, then up the street to watch the Volcano at Mirage and just a short walk to Treasure Island to see the Pirate Ship Show. These are free and outside infront of the hotels but get there before the crowd because it gets very packed.

Best bet (no pun intended) is to go off the strip and head downtown. Golden Nugget, Binion's (Harrahs owned), Fitzgerald's. Stay away from Four Queens.
For casinos on the strip, Barbary Coast and Imperial Palace.

All casinos there are huge, and amazing! Visit them all. If you are a rated player, you should find a really good casino host to help you plan your trip. It's free, and if you are a good player, they can try to get you comps!
I'd say best time is summer, it gets cold in the winter, but be prepared for excruiating heat in the summer.

The newer the better, Try the Wynn; very nice. Offseason; November still in the 80's, middle of the week easy to get around.

My favorite is Cesars Palace and they have the best hotel too. It is mind boggling. Spring (late Feb. to Early April) is a beautiful time in the desert.

Best for what? Best time for what ? Are you looking for bestcheapest rates? Between Thanksgiving and new years. Best time for people watching? Summer. Best time for conventions? Fall and spring.
BTW: Harrahs does not own Binions. They own the land, lease the building to another company to run it.
