You should wash the floor with an industrial degreaser. Once thoroughly rinsed and completely dry, fill any pock-marks or holes with cement floor filler. Then use a high-quality epoxy floor paint. Check with Sherwin-Williams, they have a really good product.

The best product I ever used in 22 years in the building trades, was Benjamin Moore Concrete Stain. Vacuum, wash the floor and rinse well. Use a grease remover like trisodiumphosphate. Concrete stain can be tinted and needs no etching with muriatic acid. Dries in 24 hours. Recoat if necessary. Clean up with Varasol.

I would suggest not to paint or stain your floor if you do it will become another maintenance issue you will have to deal with year in year out clean the concrete instead with muratic acid and or a degreaser then seal it with a clear finish Thompson water sealer or like product

My parents painted their basement floor once green and another time red. There's a special paint for floors because it gets more wear. But it's a pain in the but when it begins to peel, then you have to scrape it and paint over it, and it's a huge job. They got tired of that and went out and bought indoor-outdoor rug instead. It was great, and worked a lot better than the paint. I suggest the indoor-outdoor rug for you.
