There are so many factors involved in determining who is hired for any specific job that it is impossible to answer your question. The reason may be related to internal issues with the school district and really have nothing at all to do with your mum. It may be related to how she answered some questions in the interview. What about the names she gave as references? Is she certain they would all give her a good reference? There may have been many applicants for the position she applied for. Was her resume very well prepared, clearly emphasizing the training and skills most applicable to this job? The most important thing is for her to not get discouraged, and to research the school district very carefully next time and be very certain of what they are looking for. Most school districts have a certain "ideal" teacher in mind when they advertise, and that is what she needs to figure out so she can do the best possible interview and present herself and her qualifications and skills in a manner that seems to suit their needs.

Best of luck.
