Because concrete is porous, it absorbs liquids, making it difficult to remove urine and other odors. While many enzyme based products will work fairly well, it is likely that the odor will return. You can try with an industrial strength enzyme based prodcut such as Breakdown. However, there is an industrial product called Urine Contamination Treatment, that is formulated specifically for urine odors and stains. Try diluting it first in water and spray it generously on the area. Let it soak in and let it sit. Wipe excess away with water. Both Breakdown and Urine Contamination Treatment can be found at Allsclean.com
The website also provides a lot of information on how to clean difficult problems.

Nature’s Miracle should work. It is available at Petsmart. Make sure you follow the direction. The main reason that it fails is that people just sprays it on and wipe it up and not let it soak into the floor like the urine did. You my need to do this 2 or 3 time. Just reminder that the urine treatment product needs to go where the urine went for it to work properly.
In my experience, Nature's Miracle is your best bet. Good luck!

Bleach and water will do the trick. Pour the solution directly on the floor and let it soak it. About 1 cup bleach to a gallon of water should do the trick. It will probably soak right into your concrete. This is ok. Just make sure your floor is completely dry before installing a new floor

Out! pet stain and odor remover. Wal-mart has it in a big 64oz container for $7.00. It works for pet and human urine, vomit, blood and feces. Pour it over stains and let set for 20min. then take towels and soak up the extra. Then take a dry clean towel and rub up the stains. Very easy

Hey if you act fast use club soda it removes almost all stains and its composition really draws liquids out of material and then you can hopefully just blot it. After that I'd try treating it with some fabric designed Lysol or spray. If this hasn't worked, I'd try one of those vacuums or something that soaks the carpet and then sucks that back out and just repeat and use throughly! Remember time is of the essence!

Baking soda works wonders on carpet odors. It's worth a try and won't hurt your wallet especially if you already have the cost of renovations. You can find the economy size in the detergent or cleaning isle at your local Wal-Mart.

use ammonia.
it's cheap and you can find it at the grocery store in the laundry section. there will be directions on the bottle on how to dillute it but it will neautralize the acid in the urine. ammonia itself is pretty smelly so after you may just have clean it again using a mild soap and water but it will work!
