Look, the drug war has been going on for over 70 years and it's pretty obvious that it's as big of a failure as prohibition. People still use drugs against all logic, reason, and potential punishment presented to them. So if we can do something that will actually help prevent the spread of disease, why not? It's time we gave up this ridiculous idea that what we are currently doing is working and try something else. The less people that get aids the better it is for everybody. While most people may not have sex with a drug addict, who knows if someone they have sex with has had sex with someone who has had sex with a drug addict. Giving out needles doesn't encourage drug use, it encourages preventing the spread of disease.
