why isnt my second hard drive reading it keeps saying do i want to format now?

if there is nothing on it ... then format it ...

It means it's been repartitioned or is brand new, and needs to be formatted before you can use it. Just answer yes, and pick FAT32 if you're not sure. Every OS can read that.
