You can type in 'average penis size' (no quotes) into your search engine and find various answers, but the consensus seems to be just under 6" (around 5-3/4")....
9-1/2 would be more than many women could take comfortably (or at least all of)...have you seen this extra-long tool or is he just trying to impress you...
...and why didn't he ask the question himself or research it...the info is incredibly easy to find..
