I was hoping to find someone or an institution that helps to pay off bills by lending enough money to both pay off bills and extra to start an online business. Where the startup is $500 and the add up to 20,000 dollars.

If such institution exist tell me please I know a few people who have need of it?

You have 2 loan purposes. You may get a signature loan or a collateral loan to pay off small debts. But I think you need a business start up loan for the business. SBA or SCORE have a great business program to help you write up the plan to ask for a loan.

Or you can meet with a venture capitalist. My brother had a great idea for software and got a million dollar offer for investment. It didn't go through but you don't give up if you have true vision.

the loan or lack of a loan will depend entirely on what you are worth on paper. I am guessing you are new to the money business.

Plain and simple. The more you can prove to someone that you do not need a loan. the more likely they are to give you one.
