When babies/toddlers are in the first three years of their lives their mothers help them form the type of brain connections that result in emotional maturity; and those mothers continue to keep talking and talking through the child's life; and, provided what the mother says is the right kind of stuff, that helps form mental/emotional maturity.

The mother who makes the baby feel secure and then follows up with a lot of common-sense talk throughout childhood (and maybe a little beyond) (or else some older person doing that) will pretty much get an emotionally mature child; and that emotional maturity and "reasonable-ness" can show up as early as two or three years old or even before.

A person shouldn't underestimate experience, though, as one thing that can contribute to someone's getting more mature about some things.

There is a certain part of the brain responsible for emotional maturity, and that part needs to have the right synapses made early. Also, though, insecurity can lead to immature behavior.

Finally, I am guessing if a person wants to be more emotionally mature and hasn't had the benefit of an ideal childhood it may be possible for that person to learn through studying/reading/talking what that mother could have taught him earlier but didn't. Its all about understanding oneself and others and seeing what is important in life.

Experience... Which comes from bad judgement.
If you are held accountable for your actions, you will seek to avoid the consequences of bad judgment.
Which leaves you being responsible. Or homeless and on crack.
