A Power of Attorney (assuming that is what you mean) is merely a piece of paper which allows you to act in another person's interest. I doubt that you should charge a person merely for fulfilling a legal document. If the person who prepared the Power of Attorney did so fraudulently and you were the recipient of property which doesn't belong to you, you could be arrested.
