Even and odd are charactheristics of integers. While 1.2 is not an integer, 12 is, and is even.
However, 1.2 can be re-written as 12 * 10^-1, so it could be considered even. It depends on your definition, but clasically, even and odd apply only to integers.
(to address those who say an even number is one that can be divided into two equal parts, this is not true... 3 can be divided into two equal parts: 1.5 and 1.5. The actual definition of an even number is "a number n is even if n mod 2 = 0", which means if n/2 leaves no fractional remainder. Therefore every non-integer is non-even)

It is neither nor odd.
An integer n is even if there is an integer k such that n = 2k.
An integer n is odd if there is an integer k such that n = 2k + 1 .
These definitions only apply to integers, so the answer for any non-integer is neither.
An even number is NOT a number that can be divided into two equal parts. By this rationale, 7 is an even number because 7/2 is 3.5 * 2. This definition is false.
The definition of even and odd can NEVER be applied to a non-integer, even if you write it as 12 * 10 ^ -1. That is still a non-integer and still neither even or odd.

1/ 5 = 0.2
