Need more info...is it a kid? Is it a doe in heat? Is it lonely?
My one doe use to scream for me constanly. I hand raised all my kids, but this one was just overly attached to me even with 10 other goats in the barn with her, she wanted to be with me.
If it's a doe in heat..she is going to cry until she either gets bred, or goes out of heat.
An only goat...they are herd animals...get a companion
A kid...could be it's hungry, could be lonely, and if you are hand raising it, it could be just looking for you "momma"
It could be in pain..it could be alot of things..you didn't give a whole lot of info.

It is hard to tell with so little information. Has he been injured? Is he alone? Is he or she a baby still? Did you sell a goat that was their buddy? Did you take kids off them?
You could have a goat with any of the above problems or it may just be scared and needs you. If you move to a new place or put a goat in a new place they search for something familar. When I brought home a doe she kept calling me until I would come out and reassure her I was there. Now that she is used to her new home, she is better. She isn't constantly calling me now. I hope some of this helps. I wish I knew more.

If it's alone than the poor thing is probably lonely. They are herd animals and need a companion. If it's a female it may be in heat, if it's a male than perhaps he hit puberty. Make sure the goat has plenty of hay, grain, water, and a good clean shelter. If all of these topics are covered and your goat is still crying, call up a vet to have him take a look at it.

Do you just have one? Goats should never be kept by themselves. I won't sell "just one" goat to anyone unless they already have goats or sheep.
If loneliness isn't the problem, the goat could be in heat (doe) or rut (buck). If that's the case you'll just have to wait it out.

If it is a kid and by itself. Is it hungry or lonely? Is it's stomach hard and bloated? If so, did it eat something it shouldn't have or eat to much? If it is a doe and suppose to kid, is it pass due? If it is bloat, you need to contact a vet right away, because it will die real painfully unless treated. It is winter, is it cold? It needs proper shelter. Does it have hay and water?

Maybe its a health problem thats causing him/her pain. Take he to a vet ASAP.
