At the risk of sounding weird... at least once a week with baby shampoo. It helps prevent stys (an infection of the eyelash hair follicle)

Um... never? I wash my face but I dont purposely grab the shampoo bottle and start lathering up my eye lashes.

I've heard of people curling their eyelashes, but shampooing them....hummmm..I don't think so.
