My window motor on the driver side of my '99 camry is dying quickly. Is the motor universal to whereas a mechanic can take out the back seat motor and replace it with the front seat? Or do I need to purchase an entire new one? Can a mechanic do that? Or will I HAVE to go through the dealer?

Also, if I have to purchase a new motor, how much do they generally run?

You will save approx $30 and your back window wont work The added labor expense of removing the rear window motor and installing it in the front window would almost negate any savings then if you would have purchased a new window motor for the left front window.
window motor is approx $125
labor is 1.5 hours at $80 is $120
Any repair shop can do it, you dont need to go to the dealer.

My collision parts software shows a new motor for $253.00 from a toyota dealer.

I would take it to a body shop instead of a dealer or mechanic. The labor cost would likely be cheaper than the dealer, and most mechanics are not familar with or have the proper tools to get the door apart.
As for swapping the motors from the back to front, the labor cost to take both doors apart would probably be almost as much as putting a new motor in the front door.

I would call a couple of places like auto zone to see if they have a window motor for less money than a toyota dealer.

According to Alldata, the front and rear power window motors are different part numbers. The left and right , however, are the same. So you could borrow the one from the passenger front. It's not a difficult job, the published book time to replace one is .9 hours. The factory part goes for $276.34. You can get one much cheaper from a parts store, but you may have to splice in the wire connector from yours.

You don't have to go through a dealer, have a buddy or a mechanic do it. I bought a motor for my drivers side in my Camaro, just bought it at Auto Zone and replaced it myself.

Make sure it is the motor slowing down and not the window regulator binding. Most times I have some motors either operate in one direction or quit working altogether. If it's moving up and down slowly, I would check the movement of the window regulator and make sure it's lubed properly.

the motor from the dealer is way overpriced, I replaced one in my grand am this summer the dealer wanted $190 for the motor and I went to the local parts store and got it for $59.95.

no and how did you recognize its undesirable/lot of cases that swap receives grimy contacts/get can wd40/open door and with key off stick the nozzle in and around the swap and flush it/artwork the buttons and extremely flow after it/then enable it drip dry and key on attempt it/the automobiles are literally not interchangeable/desires a automobile glass guy to have a glance it will be a jammed regulator or damaged regulator
