On 2 of my 20 gallons I have a penguin 350 on one and an aqua clear 70/300 on the other, I like to go a little over the minimum for the tank. If you can't get another $15 to get one of them, they are both around $30 on http://Petsmart.com then try to get at least $20 to get either the aqua clear 50/200 or the penguin 200.

Under $15 all you'd find will be used or ineffective filters! However; if you bring the price up to $20 you have a huge selection of decent filters from many makers!

You can look at the two 'big box' petstore websites to see examples of what I mean. Remember that if you web-order a filter the shipping will eat you alive and leave under $10. If you are considering $15 before shipping *any* pet/fish store will have good filters!

Fishkeeping can be as cheap or expensive as you want. The simplest way is to use a sponge filter driven by an airpump. This works very well, even better if you intend to keep the fishtank with no gravel. This works really well, in Singapore most fish shops use only a sponge filter and airpump, the water is crystal clear.. i myself used it for discus successfully. You can use it with gravel too, but then you need to use an undergravel filter which can be driven by an airpump, or just clean the gravel regularly.

Check out walmart.... you dont need an expensive filter.
