their savings & future earnings to pay for the permanent injuries & mental anguish? Is there a statute of limitations & when does it start? On the day they go into Prison or the day they get out?

I can only answer part of this question as I am more familiar with criminal law than civil. Yes the person or persons can be sued civil ally which has nothing to do with the criminal charges and incarceration. There are time limits on litigation but I do not know what they are as it would be based upon the crime committed and the civil law statutes.

Yes. A criminal case (brought on by the state or feds) would cause them to be in jail. A civil case can be brought on by the family. I'm not sure what the statue of limitations is in CA. You should consult an attorney, because you will need one if the civil case goes to court.

I believe the statute of limitations would commence upon sentancing. If you are waiting ot do this, you better find out in a hurry because once the statue runs out, there is nothing you can do. Sorry I couldn't have helped more.
