Dry your eyelashes on low heat with a blow dryer after applying it. Make sure to use a waterproof mascara if your lashes are that long. Also, you can try curling them so that your lashes don't touch your browbone.

Here is a special trick I saw on What Not To Wear once...
Hold a spoon behing your lashes (sideways) so the handle is pointing towards your ear and the bottom of the spoon is resting on your eyelid right behind your lashes. Then go ahead and apply your mascara. Hold the spoon there for a minute or so until the mascara dries. (careful not to blink to hard and get mascara under your eye!) Hope this helps!!! Email me if needed...

Besides using smudge-resistant mascara, avoid the use of heavy moisturizers on your upper lid. Emollient lotions partially dissolve the mascara, causing it to transfer to the skin.

Your mascara is still wet, so of course when you look up it will rub off onto the top of the lid. Wait a few minutes or seconds before you look up.
