He definitely is kissing up. =)
Here's why:
Bush realizes he's in deep fecal matter, and if he wants to get ANYTHING accomplished in the next two years, he's going to need to find some way of getting on the good side of the Democrats, who have majorities in both the House and Senate.
Bush has been like an unleashed dog for the last six years - consider the Democratic Congress the leash he's long needed.

He has a government to run. Maybe now that he has a Democratic House and Senate, bipartisanship will come into play. Here's his big chance to be "a Uniter, not a divider" since he has spent the last 6 years dividing.
