Well, if you want a cheap computer, theres no way its going to "best". If you mean game as in "Oblivion", then the cheapest computer definitely won't work. You'll need to spend a couple thousand to get a great computer. But if you mean game as in, "Yahoo games" then a cheap computer should work fine.
If you have DSL, then the computer won't really matter. Searching the web will be fast even if you have a Pentium 2. So basically, if it has ethernet or phone jack, you'll be able to go online.
My parents bought a computer from wallmart for $600. Its an HP. But, the cheaper you can get a computer, the cheaper it will be. If you get a computuer from Wal-mart for $600 that has 512mb ram, 160gig hard drive, pentium 3.2...etc...you'll regret it. But, if you buy a cheap computer thats older, like pentium 3 or so, like, pentium 1.6, 512mb ram, 80gig hard drive, youll actually run about the same as the HP. Trust me, personal experience with both.
The problem with cheap computers is they put so much stuff in it, that the computer that is 3.2 runs like a 2.0. That is not good. Hp and Compaq, both the same company, put alot of unwanted programs and software in. I ran a spyware/adware/virus scan right after I turned it on, and installed them. The computer had never been on the internet, and nothing but the programs had been installed. It came up with 40+ spyware/adware...cant remember the exact number but it was over 40. When I deleted them, almost none of the games worked, the screensaver didn't work, and a couple other minor things. When I went online, the firewall blocked 153 things right off the bat, and 12 programs wanted to access the internet. Stuff that shouldn't access...even stuff that was deleted somehow still wanted access. And about 50% of them wanted to act as servers. So basically, they sell you a cheap computer, with cheap parts, then they either sell your information or give you lots of ads. Maybe both.
Personally, if I were you, id use the computer you have now, and save until you get enough for a better one. Maybe buy one from online. LIke, www.xoticpc.com , or maybe Ebay, but I wouldn't trust ebay unless it was a company you were buying from. But, all I can say is, if you want a good computer for cheap, you will not only get a cheap computer, but it won't be very good.

Here's the deal. There's no such thing as the "best" computer. From the sound of it, you want a bare minimum thing like this:
Intel Pentium processor 2.0GhZ or more
512 mb of RAM
40 GB HDD
DVD RW (can burn CDs as well as DVDs)
Windows XP
Ethernet connection
USB 2.0 connections
That's the most you'll probably need while cutting extraneous stuff. You may want to add a video or sound card, but onboard A/V isn't the worst you could get these days.
Some good brands that you can find in most electronics stores are HP, Compaq, Sony VAIO, or Dell. DO NOT buy an emachines under any circumstances. They are the cheapest computers, but they are built with secondhand parts that break after a few months of use.

Acer makes great pre-built systems. If an Acer computer is advertised as a gaming machine, you can count on it working really well. Any computer can browse the internet, but it gets complicated when gaming is involved. Look for a new-generation video card, a surplus amount of RAM, and a newer generation processor. That should get you on the right track.
