No, I think that it's simply cooling and refreshing for the skin cells.

It is believed that cucumber contains anti-inflammatory properties to reduce redness and puffiness of eyes.
However, Cucumber is over 90 percent water and the rest is mostly inert fiber with no skin benefits. However, cucumber slices do sometimes reduce puffiness a bit. That's because they are cold! You store your cucumbers in the refrigerator, don't you? It is the cold (not the cucumber) that shrinks the swelling by constricting blood vessels and thus reducing inflow of fluid into soft tissues. You can get the same results with a washcloth dipped in cold water.
There's a similar myth that a steak will reduce the darkness and puffiness from a black eye. In actuality, it is the cold from the steak that reduces the puffiness.

i know chilled cucumber does.. anything chilled can help make your under bags less noticeable. but the results are just for a short period of time.

its supposed to be cold...and cold makes the skin retract...therefor shrinking the puffy undereye problem
