Because it's made by Microsoft.
When a company makes a game and they also make their own game systems, they don't release it to other company's systems... just their own.
It's for a lot of reasons. Number one is obviously money, but also, it saves time and resources. It takes a lot of work to make a game compatible with several systems.

Halo is produced by Bungie Studios (http://www.bungie.net/), a subsidiary of Microsoft. Part of their goal is to produce games that drive exclusive value to Microsoft platforms, like the XBox. It looks like Halo 2 will be available for Windows Vista.
