Sure your Congressmen wanted it that way.

Just like people of Italian and Eastern European Heritage that live in Argentina get Hispanic Benefits. Or The children of Nazi's that fled to Brazil are now HIspanic.

I didn't KNOW you had to do a genealogy to trace your "Blackness" in order to get AA help! Sounds very Hitlerian. I don't think there are too many Blacks nowadays who would even USE the phrase, "passing for white". That question is insulting.

they already do use a percentage for american indian to qualify for different programs.. I think its like 16 % or something of that nature.
