Nope, there is no way at all to do that. Cingular is GSM (their phones use sim cards) and Verizon is CDMA (their phones don't have sim cards). Now if you had let's say T-Mobile and a Cingular cell phone then all you would have to do is get that phone unlocked and put the T-Mobile sim card in it. But sadly you don't so you're out of luck.

Go talk to the verizon company, mabye they can make a change to the phone

No. Verison is CDMA and Cingular is GSM. Totally different networks.
