Yes. Check out things by Geneon, like Samurai Champloo, or Paranoia Agent. That last one is probably your best bet. Also, consider this: a lot of traditional American cartoon characters do not necessarily look human, even when they are (like Yosemite Sam or Elmer Fudd).

Good question, actually. The best I can think of is Hatori Sohma from Fruits Basket. He's got kind of asian eyes and dark straight hair.

The characters in the more "serious" animes do look Asian (i.e. - "Boogiepop Phantom," "Spriggan," "Perfect Blue," etc.).

Yeah. Yumi Ishiyama from Code LYOKO is Japanese and she really looks like it too.
