Mitchell, be bold, be brave, and step right up to her and say,
"Hi. My name is Mitchell, would you like to dance?"
If the first girl says no thank her anyway, wish her a good evening and move right along or you can say, "Well could I get you a cold drink then." if she says no again then that is fine.
Remember her saying no may be more about her feeling embarassed about her dancing ability than you asking her. It may be about her not wating to stand out from the crowd or about her not wanting to leave a friend standing on her own while she dances. So don't sweeat too much about a no.
Hearing a "no, thank you." might not feel so great but it wont hurt you either.
The idea of school dances is to have fun and meet new people that you havent met yet so being a little bold and brave about it is a good thing.

Walk up, Introduce yourself and ask Them if they would like to Dance. The worst thing they could do is laugh, and all you have to do is laugh back and pretend it was a Bet that you took and now you won, tell them Thanks for Helping you out. Walk Away with a Smile on your face.

Start with walking right up to the girl. Second, just ask her to dance. And third, don't feel rejected if she says no thanks. Fourth, look for another one, and then start the process all over again. BUT, like I said, do not feel rejected. Rejection can act like a boat anchor, it will hold you back! Good luck to you.
