one player with 2 pair, jacks over 8's, and other player with K's over 3's....Is it a split pot, or do the K's win the player the hand?

The kings win, unless the table brings up another jack or an 8 to make a full house for the other player.

If those are the final hand results the Kings win - 2 pair vs. 2 pair is always determined by the highest pair if those are equal then the second pair determines the pot, if those are equal then whomever holds the highest 5th card wins, if both hold the same card (that is normally when it is one of the community cards) it is a split pot.

tje kings win in the hand because no matter if someone has k's and q's the other player may have a's and 2's and the player with aces would win all two pair hands are decided by the higher caard in the pair

it depends whats out on the table if the top 5 cards are on the table split pot.
