They huddle together in a big flock in the least windy place they can get to with their backsides mostly facing the wind and periodically rotate around a bit on the outside so the ones on the very outside get a bit of a chance at the warmth inside. They also lie down to cut down on the under belly draughts. If there is a nice black road nearby which has warmed up with the sun during the day they will start the evening lying on the warm asphalt (if they can get to it).
If it's really,really cold, they die.

The wool fiber is excellent insulation. Not only does it keep you warm in the cold, it keeps you cool in the heat (because it traps air). Sheep are shorn in spring, so they have all summer and fall to grow a thick new coat of wool for winter.

By not taking their woollens off. Like all outdoor animals as the winter sets in their coats grow naturally thicker to keep them warm.

It is not just their thicker wool that protects them, they also have accumulated a lot of fat whilst grazing. That is what makes lamb chops so tasty, but whilst they are on the hoof it keeps them warm.

They have their wool to keep them warm. Their wool is not shaved in the winter.
