This line starts next to the thermostat runs along side of the manifold, it stops next to the overflow bucket. from there it is connected to the overflow with a rubber hose.

The metal tube is a bleed tube to remove air from the top of the thermostat. On some GM vehicles, they either have this tube or just a little brass bleeder to remove air from the cooling system. If this air is not removed, a large air pocket can cause your vehicle to overheat. You will only be able to get this part from a dealer or a salvage yard.

Just tell them you need the metal thermostat bleed tube.

Too hard to tell from your description. Best if you would just go to a radiator repair shop and have them take a look and give you the name, if there is one.
