Hypothermia is a condition in which the core body temperature drops from normal to a few degrees below normal.
Regular "cold" makes the body shiver- it's natural response to being cold and it's attempt to warm the body back up. In short- shivering= good!
Hypothermia goes beyond regular cold, to a point where the systems in the body start to shut down (something like shock, where the extremities shut down first, then the core of the body from the bottom up, and lastly the brain), and shivering stops.
Shivering stopping is a bad thing- it means the body has no means to warm itself back up, and therefore it is life threatening and possibly fatal.
To help someone with hypothermia, remove them from the cold environment as fast as possible, remove and cold, wet clothing and donate heat to their body. DO NOT just throw a blanket on them- the blanket acts like a thermos, which will keep the cold in, not give them the heat they need! The best way to do this is hot water bottles, or to get into the blanket with them. If they are fully conscious (not really likely- they will probably be confused, disoriented and somewhat "out of it"), you can give them hot beverages. DO NOT give them alcohol. Your body uses a lot of energy breaking down the alcohol molecules- so although the effect of alcohol is that "warm fuzzy feeling", really, it is the opposite, and will make them colder!
I hope this helps.
