We both know what your boss is doing is wrong. But, to correct the wrong, you'll have to take risks. I know it's not fair, but we don't live in a perfect world.
With that said....
If he is accusing you of taking money from him and actually deducting it from your paycheck, and you didn't do it, then he is accusing you of crime you didn't commit and punishing you for it. You can turn around and sue him for it, or report him to the folks at the labor department.
But, doing that will or even mentioning it will automatically get you fired. The sad truth is, to protect yourself, you need to take risks you can't take and you'll need the money to do it which you don't have.
Bottom line is, you can't bargain or argue with anyone unless you are willing to take the ultimate sacrifice. He knows you can't and won't do it.
My suggestion to you is this. Since you are working for minimum wage, and if you are willing to work, the jobs are plentiful, I would suggest start looking for a new job. Once you find it (not before), leave this job, then report him.
You are correct that he will not help you come up with the money. He's just taking advantage of you and your weak position.

I'm not an expert on this, but that sounds like a situation you could take up with your local labor department. He doesn't seem to be treating you equally and as an (assuming) American worker, you have rights. He has to have actual proof to be able to take money out of your wages so you can definitely dispute that.

Get out of that situation as fast as possible. He is illegally pulling money out of your check to get your wages back. My question is he is claiming that you stole from him, why did he keep you around? Most employers I know would fire someone on the spot. He is using you for your wages.
I hope you find something better, no one deserves that! :)

Get another job.
Quit on the spot.
Slap your boss across the face (then run)
That's what I would do.

Try complaining to his boss. Maybe legal action could be the answer.
Sorry.
