Wet it with a hose and put a cheap (store brand) granular automatic dishwashing detergent (not liquid) on it and let it sit for a day or two and hose it off.

If it is already dry kitty litter won't help. Go to an auto supply store, or Costco (in the area where they have shop rags and engine oil) They have granuals that you can use to clean it. Also powdered laundry soap (Not liquid) can be used.

The kitty liter is a good start - then pour dish-washing liquid on it - scrub with an old broom and hose it off.
