Adams moved in in 1800, it was damp, undone and pretty miserable.
You can read about it in David McCullough's John Adams.
Great book, you have to keep in mind that Washington was a swamp at the time---a real swamp, not the smelling quagmire it is now...:-)

John Adams november 1,1800.
the white house got its name when construction was finished the porous sandstone walls were coated with a mixture of lime, rice glue, casein, and lead, giving the house its familiar color and name.
