Well, the speed of sound is 1100 feet per second in air at sea level and 32 degrees Fahrenheit.

(If we are at a higher altitude, or the air is warmer, it is less dense and the speed of sound is actually slower then. But usually, when questions like this are asked, the standard conditions are the ones meant, unless otherwise specified.)

Divide the number of inches 4.25 by (1100 feet x 12 inches per foot) and that gives you the portion of a second that it took. Multiply by 1000 and that is the number of miliseconds.
