Many people believe the colors of the rainbow are unchangeable. This is both true and false. Rainbows are created when light passes through falling raindrops and a particular angle and emit the light spectrum onto the sky. We see the rainbow with its usuall arrangement of colors, violet at the bottom and red at the top. Now if certain conditions are met, you can actually see a double-rainbow. The bottom rainbow with its usually configuration of colors, and the top rainbow with the colors reversed. So your question is both true and false.

The colors of the rainbow are actually the entire visible spectrum broken down into it's own elements. Light waves come in all colors, with each color beinga different wave length - normally we see them all at once - creating white light. When a rainbow appears it is the raindrops acting like a prism and breaking down the different waves of color. Red is the longest wave length and violet is the shortest, which is why the order can not be changed - they are in order of length. If the wave length was changed it would just become another color.

A rainbow is formed when white light from the sun passes through a natural prism such as clouds. The white light is broken down to the seven different wavelength components represented as different colors (red, orange, ..., violet). There are other electromagnetic wavelengths that are generated but they human eye cannot see them.
So the colors that the human eye can actually see will remain ROYGBIV.

"And God said, This is the token of the covenant which I make between me and you and every living creature that is with you, for perpetual generations: I do set my bow in the cloud, and it shall be for a token of a covenant between me and the earth.
And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud:"(Genesis 9:12-14 )
