Start with a cute jacket, long or 3/4 sleeves. Try a cropped style, like a shrug or bolero, to still keep your arms warm without covering the dress. I would go with white to bring out the polka dots in the dress.
I would skip the leggings, and stick with some kind of hose, either pantyhose or tights. Because of the style of the dress, which is more dressy, I would go with nude pantyhose even though tights would offer more warmth. You don't want to screw up the look of the dress itself.
And definitely some kind of closed toe heel, not a boot or flat, or anything else. And I would go with black or red if you want to get a red bag to carry. Red with black and white is a really hot combo.

I used to like the pajamas with the feet in them and maybe a onesie underneath that. And of course I would wrap or cover the baby in a warm blanket and don't let the baby spend a lot of time out in the cold. From the house to the car is fine and in the store, etc. And make sure the baby wears a HAT. Don't feel like you have to spend a bunch of money on fancy clothes that your baby will outgrow in a week. Just get some pjs with feet in them, some socks, long sleeved onesies, little pants, hats, and plenty of blankets. Just layer the clothing and don't let the baby be exposed to outside cold or wind for any real amount of time and you'll be fine.

That dress is way to dressy for leggings or tights. All it needs to be worn in cold weather is some sheer black stockings, and if you really want to go all the way, and it is for evening wear get the seamed ones. Just wear it with pumps and not summer sandal type heels. Check out this site for legwear suggestions.

I think the dress is adorable and would work all year round for "after six" formal or semi-formal events. If you have the polka dot version, why not add bright red stilleto heel shoes and an evening bag? They are showing black patent leather shoes for winter this year. If that is your choice, wear dark hose.
