Our local elementary school has one level of chain link (no razor wire) around the playground only, actually, I think to keep the cows next door out. They have a separate small playground, fenced, for the very young kids, kindergarten and pre-K. Other than that, security is pretty lax.

Two fences an inner one and an outer one. They should be 16 foot high chain link with coiled razor wire from top to bottom on the insides. They should have electronic censors. There should be gun towers at each corner and armed guards with dogs patrolling inside and out. Oh wait a minute you said public schools didn't you? I musta' been thinkin' of something else. well maybe a good fence anyway.
