You have done all the right things. The motor is bad and, for a garbage disposal, is not cost-effective to repair, assuming you could even find the parts you would need. It could have any number of things wrong with the motor from a burned-out starter winding, a bad centrifugal switch, to a bad starting capacitor. All these things can theoretically be fixed, even a burned-out motor winding. But it is cheaper to just replace the disposal.

You might have two problems. A plugged line and a broken garbage disposal. Unplug the garbage disposal under the sink. Now make sure you can freely move the teeth on the garbage disposal. It will not move if something is jammed in there, removing the rubber thingy in the drain helps to see better. I think on the disposal itself there is a re-set button, you can press this and plug it back in and see what happens. It may have burned up after being jammed, in which case you need a new one. Installing one isn't real difficult, but still a challenge. If the dishwasher won't drain and the garbage disposa side won't either you have a clog somewhere. Do you have a clean-out drain? it should be outside near the kitchen outside walls . It would be a 3 or 4 ": pipe with a cap on it and a square thing to put a wrench on it. Turn it counter clockwise and remove it. be aware that it may gush whatever is in there out. If the water is standing in there you need to put a snake down there and loosen up the clog. If this clean-out has nothing in it then your clog is somewhere between the disposal, the dishwasher and the cleanout. You can also try and put the snake in the already draining side I hope this helps.

now hold on pardner (or pardneress). try one more thing for me. The blades are free if you touch them they will move, but, they might not be rotating. Stick a wooden spoon handle into the disposal and push very hard to the right and left. If it moves at all, pour a Little cooking oil into the hole. flip the switch. If it still doesn't move. Don't try this! I would flip the switch, stick the spoon handle in and push to the right. And if that didn't start it to moving, I would buy a new one.

Sounds like you might need to call the repair man. Ours did that a while ago and we had to have someone come in and replace it. If the reset button, and there are no signs of jams I don't know what else it could be. Good luck and if you need to replace it I hope you find one for a decent price.

MAKE SURE THE POWER IS TURNED OFF TO THE UNIT!!!!!!
Place a broom handle or similar object down into it to hold it still. feel around to see if you can find something stuck in the drain holes. if you can't slowly turn the inner unit with the broom handle to work the piece out. Try to find the piece.
Repeat as necessary. More than likely you will have to find the reset switch on the unit. I have always found the reset on the bottom of the unit.
If you cannot turn the inner unit (in the drain) with the broom stick, it is likely that something is wrong with your motor. Probably best to replace the disposal.

Last tip before the repairman, try moving the blades from the inside. NOT with your hand! Try with a long wooden dowel or wood spoon handle. If that doesn't solve the jam, or get the blades moving, then a new machine may be in order. Sorry.

First, Keep your fingers & tools out of there! If it had started, you would probably be missing some digits. Since your attempts have changed nothing, I can safely say that unless it is a large, expensive commercial unit, it costs less to replace than to repair.
I once repaired electric motors & equipment for a living. We quit fixing all but the most expensive due to cost 30 years ago. That cost difference has increased dramatically since.

Something is jamming it up. Same thing happened at my dads. I just kept turning it ,inspecting it,until I saw a tiny piece of something in there. Turned out it was a dishcloth jammed in there so tight, you couldn't even see it. I finally got it out,and the disposer worked fine again/

Had the same problem recently.
I picked up a brand new replacement, 1/2 hp motor for about $80. on eBay and replaced it myself. No big deal if you are at all handy.
