I actually don't ever remember it making it to the No. 2 spot, unless you are speaking of outside the US. Based on when it was out and the other songs popular at that time, I would take a guess and say it may have been Smooth by Santana/Rob Thomas because that was huge for the better part of 1999.
Other possibilities could be -- All-Star by Smash Mouth; The Chemicals Between Us by Bush; Heavy by Collective Soul; One by Creed; or At the Stars by Better Than Ezra.
