Depends on what you need volume for, and how much you're willing to mess with the system. One option is to get an XP password recovery disk, snag an admin password, and unblock it yourself. Normally, this is illegal, though. Another option is to get a live Linux CD (I recommend Ubuntu), and boot from that. Everything comes from the CD, so it bypasses any and all software locks on the computer.
BTW, I'm assuming we're talking about standard M$ XP desktop computers.
