Start off by saying how long you've known your friend (make sure you add personally AND professionaly), state there strong points both personally AND professionaly, why they would want them working for them, why YOU would want them to work for YOU, good qualities about this person. Dont ever mention any weaknesses about the person you are writing for...leave that to them in the interview.
Always end with why this person should get the job applied for, and how they would be an assett to the company.
you can also look online at some examples of recommendation letters.

Ok, first of all, start out with a brief statement of who you are to establish credibility. (Dear_____:
My name is ____________ and I am a friend of ___________. I have known ________ for ______ years. We worked together at ____________.)

Next, you want to talk about your friend's good qualities that you feel make him an asset to their company or school.
(__________ is an extremely hard worker with a strong sense of loyalty and an amazing work ethic. I feel he has the ability to succeed at ___________ because of his dedication, intelligence, and natural ability.)
Give an example of one of the good qualities you just mentioned.
(Once, when ________ was given a very short amount of time to complete a rather involved project, he not only gave up lunch and stayed behind to complete it on his own time, but also did it with extreme thoroughness, accuracy, and attention to detail.)

Close the letter by letting them know how to reach you if they have further questions about your recommendation.
(I would be happy to discuss ___________ further in you have any additional questions. I can be reached at _____________ between ___ and ____. Thank you.
Warmest regards,
_______________)

Hope this helps!

Be honest and not too wordy. Keep it to general attributes this person has and not specific skills. (And don't mention his prison time).
