It is an area where people of similar backgrounds and skills gather to help each other. A more modern term would be "to network". This definition comes from the Italian word "giotto" (sp ?) meaning a guild of iron workers (from Medieval times).
Unfortunately it's more modern connotation has taken on a more negative and sinister meaning of an area of a town where "undesirables" are forced to live, or have no other place to live.

A ghetto is an area where people from a specific racial or ethnic background live as a group, voluntarily or involuntarily. The word historically referred specifically to the Venetian Ghetto in Venice, Italy (14th century), where Jews were required to live..
It was later applied to neighborhoods in other cities where Jews were required to live.

Naw, for real though, its a run down lower living part of a town filled with rats, too many dogs and cats, bums sleeping on the ground under freeways and eating out of garbage's, whores, pimps, illegal drug pushers, runners and sellers, drug addicts hanging out on the streets or in the alley's, welfare mama's with 2 or more kids without daddies, with a liquor store on every other corner and a Church on every corner, two family flats and project buildings, with litter filled streets, and run down houses, welfare offices, several pawn shops, illegal hole in the wall after hour joints and constant partying, with not enough money or jobs and too much crime, and where gangs are the way for the young and every day living is a constant struggle.
This is the true meaning of Ghetto.

Originally it was a place where Jews lived--by choice or, more likely, by force, within a particular city. The most famous--or infamous, if you prefer--were in Poland and Germany.
