Get an X-Large surgical glove, cut off the fingers and use them, that way you will have a choice of 5 different sizes.

Call planned parenthood - if they don't have them, I bet they can give you ideas of where to get them, probably for free.

Why can't you buy them? There are no laws against it...
Don't have sex if you absolutely cannot get them, though.

go to your local health department and ask for them they'll give you quite a bit.
