Jim Webb is a conservative (or at least a moderate), with a good military background. He will be one of the better Democrat senators, and is very unlikely to go along with the entire party line. The Democrats nominated him because it was their only chance to win in Virginia.
I have no reason to believe that Webb would have demanded a recount, but the Democrat party might have, and this is an acceptable thing to do..

The state of Virginia gives a candidate the right to a recount if the election came down to a one percent difference. Either person would've been within their rights to do so and then to graciously concede.

Had there been any chance that he could have won he would have held on--to suggest otherwise is to say that he handed over control of the Senate to the Democrats to appear gracious.

Damn right he would have demanded a recount. With all of these close elections, especially Montana, Virginia, Missouri, and a slew of others if the results were reversed the democrats would be screaming fraud. Accusing Diebold of rigging the election, accusing Republicans of voter intimidation, etc. etc. At least the Dem's are consistent on one thing... whining when they lose.
