Why is Chris McCowan being charged for murder?

In the trooper Chris Mason's testimony, he said that Chris McCowan said that Jeremy Frazier stabbed the vic, so why is he being tried for the murder?

They are being racist first off, but secondly since his semen was in the vic, they chose him as their best bet. Jim Frazier, they will soon see, is guilty and he will be convicted.
