Okay, so right now I've got a US ARMY dress uniform. No insignia, no nothing on it, just the brass buttons. It's in good condition. I've got dress shoes to go with it, however I don't have a beret.

I also could go as farmer/redneck as I have overalls and flannel hat and a couple of rednecky/farmery hats.

Or, I could go as some guy from the 80s as I have a sweet hat and a sweet jacket, I'd just have to borrow some tighter pants from friend.

I think you should go as the Army guy, since it is Veterans' Day tomorrow and all. You can probably find the beret at an Army surplus store, and they may have some sort of decorations there like lapel pins or something, but probably nothing authentic, as you have to earn the real pins. They probably don't sell them. Just make sure you keep it tasteful and respectful, as people take military very seriously these days.

Get a plain t-shirt and glue cotton balls all over it. Then put a water gun in each pocket. When people ask you what you are, pull the water guns out squirt them and say "partly cloudy, with a chance a showers"

Put all costumes on and deside which one you are more comfortable in, which one you can handle being in all night. Sit, stand and dance around in each of them. That's how I would decide, you won't have a good time if you're not comfortable.
