i've found that layering what i already have makes me feel like i have a whole new wardrobe. (this is especially helpful with winter right around the corner!)
throw tank tops on underneath short sleeve shirts in contrasting or complementary colors, and let the bottom peek out from underneath the shirt. hoodies, sweatshirts, or sweaters can be put on on top of these.
i also like to layer jewelry. you can find some really great chunky jewelry at thrift stores or antique shops even.
scarves are also great. i'm always in the process of knitting one, and i love choosing cool yarn from the craft store.
cheap hats are good for messy hair days!
pull out earrings that you haven't used in a while. you can also tweek them, add beads, or unhook parts that you dislike.
also, cutting and tearing shirts can be fun. i like to cut off the whole top of t-shirts and then wear a tank top underneath, that reveals just enough skin on my shoulders and chest.

Accessorize! You can wear jeans and a plain shirt and make it look completely different by pairing it with some heels (if you are on a tight budge, pick up some shoes at payless) and some layer some long beaded necklaces (shop at places like target or H&M for stylish accessories at a good price)

i know how you feel, i have been through this before. well you could try a new hair color or cut, it doesn't have to be drastic but that is your choice.
or maybe you could try new makeup tricks, wet n wild (i think that's the name) has a lot of good stuff that are pretty cheap. as for clothes wise, this is what i do every once in a while when i want a new twist, i search thru my closet and mixed and match stuff. be as unique as u want. even though some items don't look like they are going to match, you never know how exactly they are going to look like on your body. hope i helped in some way.

what i noticed from looking thru magazines like vogue and watching the style network is that. clothes dont have to match soo much. i see alot of ppl dressed pretty tacky on like best dressed list. just put together things u normally wouldnt. new combinations. layer some shirts, wear jeans under a skirt if u dont,wear ur belts differently.
im not sure wut kind of clothes u wear in the first place but i hope this helps.
