The best gift is one from the heart. I have made things for others for Christmas gifts for a long time!!!! Some of the things I have made are: aprons and matching chef hats, coupon books, framed poems (for parents with childrens' handprints), and you can always make some homemade treats and package them nicely.
I have an aunt who makes homemade Biscotti and other treats and packages them in cheap glass jars with ribbon and things. I layered all of the dry ingredients for cookies in jars with ribbon and a homemade tag that said "Merry Christmas to yours from ours" for neighbors and friends.
If you are a good artist you could buy some inexpensive ornraments and decorate them for those you want to give gifts to.
Hope this helps....Good luck!!! Merry Christmas

My family and I decided that we nearly always get or give presents that none of us need. So instead of wasting money we tried buying a present that cost no more than 'X pounds'.
We also sent money to buy a goat or some other things that go to needy people living in poverty.
Example of the presents we bought are
Personalised Cup, plate etc,. Roughly £3
Plant in persons favourite colour About £3 - £10
Voucher for person to pick their own present Approx £5

Cut your Christmas giving list down. Most people already have more stuff than they want and what they do want is so specific that the chances of you getting them exactly what they want are slim. Send people cards or draw names in your family or among friends. Drawing names is great!
Pick one thing you can make a lot of that nearly everyone will like- cookies, home-canned salsa, homemade candles, Christmas ornaments, homemade soap, etc. and make a bunch.
For kids make a matching game (like Memory) with pictures of people in your family. People who are interested in family history can be given a family tree that they can hang up- make it pretty and frame it.
For little girls make dress-up clothes or doll clothes. Or go to the thrift store and buy a bunch of old hats, scarves, costume jewelry, etc. They love stuff like that.
Thrift stores are great for presents. Of course there is a lot of junk but you can find nice stuff, too. Craigslist is a good place to find presents, too.
Instead of buying a gift, write a meaningful letter to a family member telling them what they mean to you. Compile a photo album of family members to give as gifts.
Consider giving service- raking leaves, house cleaning, babysitting, home organizing, scrapbooking, mending if you sew, home decorating- whatever you are good at.

A cheap but nice thing to do is make photo frames. Get fabric and stickers, etc from a craft store or even walmart. You can also go to yahoo and type in cheap Christmas gifts.

Mini gift baskets, buy everything in the basket from the Dollar Store. Hey, it's cheap, and thoughtful. Or medium sized stuffed stockings. Also cheap, and you can decorate the cheap, plain stockings with glitter and marker. Fill with chocolates, small toys such as toy trucks, Christmas decorated cards with Micky Mouse on it, Hello Kitty wallets from the Asian mall, etc. (for kids), perfume, cologne, candles, etc.

By far the best little gift idea I have ever gotten and affordable. I got these at a shower this past summer and have gifted about 40 since. Men and women love them for they use them at home or in the office and I plan to give to all my employees at the office as well as the kids on the soccer team I coach. Hope this helps.

Just buy them a nice Christmas card. The spirit of Christmas is about the love not how many presents and how big of a present.

Last year, we used Target popcorn containers, separated popcorn packets from their boxes and added flavor packets and 8 oz sodas and movie candies (goobers, etc). The total cost of the "movie night" gift packs was $3 each. You can add the cheap movie cd's the stores sell, like $1 movies, or add blockbuster video gift certificates.
