you can use vmware to run both at the same time it is a little tricky to setup but you can do it

Yes if you mean have both available on one PC. You simply load them on separate hard drives (or se[arate partitions of the same drive) and set the boot.ini to allow you to choose which drive to boot from.

No if you mean having Windows running in one window on your PC and Linux running in another "at the same time". Only one OS can be running at a PC at a time.
