Monroe's administration forewarned the imperial European powers against interfering in the affairs of the newly independent Latin American states or potential United States territories.

So, it warned them, but did not specificlly disallow nor state what would happen if they did. It was an implied no. However, the further south one goes....

No just the opposite, the Monroe Doctrine states that the U.S. would prevent European power from intervening in the affairs of any country in the Western Hemisphere.
